Week #4- Assignment 1

RTI- Response to Intervention, is an intervention that assess if a student will need to be placed in Special Education. It is a three tier process which includes high quality instruction and ongoing assessment for students on all levels.

Tier One(80-85%):
Includes all students receiving high quality instruction. It includes literacy instruction and phonics instruction for reading. Students are screened on a constant basis and if aren't successful with keeping up they will be evaluated and move on for additional support.

Tier Two(15%):
Includes students that aren't making progress in a regular classroom. Differentiated instruction is given with the help of a teacher, specialist or team member. Parents will usually be involved to help with the needs of the student. The instruction is usually given in small group settings.

Tier Three(5%):\
Includes students who receive more individualized, intensive intervention based on their specific needs. The instruction is given in smaller group settings. After this, some students will go on to receive special education intervention.

I don't understand how these students who are having difficulty will be able to grasp the decoding and phonics skills and go through all three tiers before receiving the right one for them? It will be quite difficult for them to go through the first two tiers that they can't understand...?
